Start of procedure for new totalisator licence

In the Netherlands, horse race betting requires a specialised totalisator licence. It is a legal monopoly, so there is only one licence. The current totalisator licence expires on 30 June 2022.

The Kansspelautoriteit, Netherland’s gambling authority, has started an open and transparent award procedure for the new licence, which will cover the period of 1 July 2022 – 30 June 2027.

Application procedure

The application procedure has two phases:

  • In the first phase, the gambling authority will assess all applications on the basis of a package of requirements in the field of legal form and location, continuity, internal supervision, reliability, integrity policy, and demonstrable experience with offline sports betting.
  • The second phase will only take place when there are several applications left after the first phase. In this case, equal lots will be drawn by a notary (notaris).

Each applicant will be required to pay a fee of € 32,000 for the processing of the application. This must be paid in advance. If the application is rejected, there will be no refund.

Applications can be submitted from November 1 to November 30, 2021.
